wont that prevent newbs from voting on experienced users and vice versa?
I don't think anyone would want to have comments being prevented from being posted just because one writer is of a higher rank than the other.

I think the best way to get way of this problem is to have a good will policy in which posted are encouraged to be returned and new users should be promoted on the forum an on a monthly or fortnightly newsletter.

Nah, anyone'd still be able to comment and such on whatever they like. But they wouldn't be able to propose comment-trades on users above their level.

This wont prevent comments / votes as per usual, it will only matter for the comment trade system...

then why should we have the trades anyway? if the idea is to get people to read each others
